Khodadad Moghbali, in a conversation with the Fars News Agency, announced the collaboration of the Road Administration with the contractor of the Sepandaar Company to calculate the freeway tolls based on the distance taken.
He said that the company's software and firmware besides the cameras were used for this purpose. Deputy Director of Road Administration Planning, referring to the inter-agency cooperation undertaken for the implementation of the Aaniro plan, the so-called electronic payment of freelance tolls, added: "Number reader cameras will be connected to the Aaniro system to calculate the tolls of each vehicle based on the distance traveled. Moghbeli emphasized: Distance based payment is a more rational and fairer approach. Now, everyone entering the freeway have to pay for the entire toll of the route, but by distance based calculation of freeway tolls, each vehicle only pays its share of the distance and there is no need to pay for the whole freeway toll. For example, if a vehicle has traveled 10-kilometer, it will pay the appropriate amount and the entire toll will not be taken.
He said: freeway tolls will be calculated for all freeways in the country; now, that the infrastructure required for electronic payment of freeway tolls is provided and will be implemented on all freeways in the country soon, a distance based calculation of tolls will be possible. Recognizing that the possibility of distance based freeway tolls calculation is one of the programs that could be implemented by Aaniro's plan, Moghbeli said: freeway electronic toll has many advantages for car owners or those users and institutions associated with the management of highways and roads.
The deputy director for the Road Administration planning said: "There are no doubts and uncertainties about this method and all processes are systematically carried out, and human error is not involved." With reference to one of the tasks of the road organization, i.e. maintaining and caring about the safety of the traffic routes, Moghbeli said: "There were always problems in freeways due to the stopping of the vehicle and the workforce needed at the toll stations. Costs are imposed; in fact, stopping near toll stations would cost a lot to both cars and freeways. With the implementation of this plan, people would not be wasting time in waiting lines.
The Deputy Director of Road Administration Planning talked on the cooperation between different institutions to finalize the project across freeways in the country: "The more these cooperation are, the better we will get, that is, freeway traffic is done smoothly, accurately calculated and easily paid. Speaking about the benefits of electronic payments and the removal of toll kiosks for the road administration, he said: Freeway maintenance is done at with the same toll that the car owners pay. The organization can now provide more maintenance services to these routes and by removing the stop for payment, cars will travel on safe and standard freeways.
Regarding the timing of the implementation of the plan, Moghbeli said that the preparations for the implementation of the plan are addressed in the Commission on Article 37, which consists of the Ministry of Roads and Urban Development, the Ministry of Economy and Finance, as well as the Organization for Management and Planning. Deputy Director of Road Administration Planning, added: The Commission's approval of Article (37) is necessary on the percentage to be calculated based on the distance and paid by the vehicle owners. He added that the plan will be implemented first on the Tehran-Saveh route and we will soon be able to calculate the tolls on this freeway based on coordination between Sepandaar company and the construction and development of transportation infrastructure organization. According to the Fars report of March 28, 2018, the freeways toll were started electronically and without stopping on the four freeways of Tehran-Qom, Tehran-Saveh, Karaj-Qazvin and Qazvin-Zanjan.
The project started with the aim of developing new technologies in the field of transportation and speed up, ease the use and improve the quality in order to identify and collect tolls on the freeways of the country and is currently in progress. In this model, toll is taken entirely electronically, vehicle numbers are read with relevant cameras and the user does not need to stop and there is no cash at all. In this traffic recognition system, based on cameras that are installed in different freeway areas, traffic is recorded and vehicle number information is sent to the central system. The characteristics of the vehicles traveling at any speed are identified, therefore, cars can move with maximum allowed speed on the freeway.
